As part of a contract with the Inter-American Development Bank (IDB), the consortium in which Grupo SEG participates alongside Deloitte, Fiorio Cardozo & Alvarado is developing comprehensive advisory services for the preparation, structuring, bidding, and signing of the Public-Private Partnership (PPP) Contract for the “Design, Financing, Construction, Operation, and Maintenance of the PY01 Route in the Cuatro Mojones-Quiindy section (108 km).”
The first traffic studies and proposed technical solutions to improve the transitability of the PY01 route in the sections: Cuatro Mojones – Ytororō (Central); Ytororō – Carapeguá; and Carapeguá – Quiindy (Paraguarí) have already been presented.
This presentation was organized by the Inter-American Development Bank (IDB), which is responsible for advising on the structuring of the Public-Private Partnership (PPP) operation for this road.
On behalf of the Ministry of Public Works and Communications (MOPC), the following participated: Minister Arnoldo Wiens, the Director of Roadworks Eng. Rodolfo Segovia, the Director of Road Planning Eng. Fabio Riveros, and the Head of the Directorate of Strategic Projects (DIPE), Econ. Jorge Vergara.
The presentation, which involved the technicians from the consortium companies, covered the project structuring phases, technical aspects and design, schedule, as well as the traffic and demand study. Among the technical aspects, the traffic study, preliminary project and basic engineering studies, socio-economic evaluation, and economic-financial feasibility analysis were discussed.
Regarding the traffic study, the analysis of background data, socio-economic aspects, determination of current traffic, traffic allocation, capacity and service levels, and willingness to pay were addressed.
Mr. Jorge Vergara, head of the Directorate of Strategic Projects (DIPE), emphasized that the meeting was very interesting because information, suggestions, and the work schedule, to be presented in December, were also exchanged.
The work is expected to be completed by 2022 in order to prepare the foundations for the launch of this Public-Private Partnership, which aims to duplicate the PY01 route.
